Sub: -Committee for implementation of phased program for setting Up Community Information Centers(CICs) in the State of jammu and Kashmir.
The department of Information Technology,Ministry of Communication & Information Technology has undertaken a scheme for setting up Community Information centres (CICs) in 139 blocks in the state of jammu & Kashmir to promote application of information technology in the socio-economics development of the region.
2. The project is aimed at providing technology based interface at grass root Level particularly for government to citizen services.
3. Department of IT has constituted a committee for overseeing the phased implementation of the project. The following will be the composition of the Committee.

Subject: Constitution of Project Review & Steering Group (PRSG) Committee for the project of "Setting up of Vidya Vahini CICs in Andaman Nicobar (41 CICs) and Lakshadweep Islands (30 CICs)"

The Department of Information Technology, Ministry of Communication & Information Technology has undertaken a scheme for setting up of Vidya Vahini Community Information Centres (CICs) in Andaman & Nicobar (41 CICs) and Lakshadweep Islands (30 CICs). The Vidya Vahini Community Centres will serve the dual purpose of providing ICT based education in the Government Schools located in Andaman & Nicobar and Lakshadweep Islands. During schools hours, these centres would be utilized for education purpose and off-schools hours to access the citizen centric services by the general populace as in North Eastern States and J&K.
2. I am now directed to convey the approval of the Competent Authority for the composition of the PRSG Committee for monitoring the utilization of CICs in these Islands. Following is the composition and terms of reference of the Committee:

3. Terms of Reference
- To review Financial & Technical progress of the project on regular basis.
- To visit the sites as and when required to access the progress made and to advice the implementing agency/user agency for full utilization of the CICs.
- Important policy matter relating to the Project will be discussed in the meeting. Functioning of the CICs will be reviewed from time to time at such meeting for suggesting appropriate remedial action and devising strategies for optimum utilization of CICs for socio-economic development of the region;
- Suggesting method to develop suitable back end capacity in Government and finding ways and means for implementation of E-Governance in the UTs and utilization of CICs for this purpose and monitor the content development.
- The roles of agencies viz. DIT, ERNET India and the concerned Territories responsible for operationalisation of CICs should be monitored and short falls if any found to be brought out;
- Analysing the functioning of CIC Network and suggesting method for incorporating latest technologies in to the Network and for upgrading the Network.
- To devise revenue models and applications for CICs to make them self-sustainable.
- TA/DA of the members attending the meetings will be borne by the respective Ministries/ Union Territories Administration/ Department.

Subject : Inter-Ministerial Task Force for Monitoring the Utilization of Community Information Centres (CICs)- Composition and Terms of Reference
The Department of Information Technology, Ministry of Communication & Information Technology has undertaken a scheme for setting up of Community Information Centres (CICs) at 487 blocks headquarters in the North-East States and Sikkim for promoting application of Information Technology for accelerating socio-economic development of the region. The scheme has been implemented in the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim.
2. The project is mainly aimed at bridging the digital divide and providing connectivity at the grass root level particularly in those areas where the benefits of national development have not reached the community, specially women and children to the desired extent as they have all along been deprived of access to information relevant of their needs.
3. Department IT now proposes to constitute an Inter-Ministerial Task Force for monitoring the utilization of CICs. Following will be the composition of the Committee.

Terms of Refrences of the Committee

General:
1. The Committee shall meet at least 4 times in a year preferably at a convenient location in the North Eastern Region;
2. A minimum of 8 members shall participate in the meeting;
3. The TA/DA of the members attending the meetings in venues other than Delhi will be borne by respective Ministers/ Departments.?
